Job Description:

  • Based on site at LNG 12 weeks on 4 weeks off.
  • Reporting to the Project HSSE Manager, supporting the Site HSSE Manager, advised by Security Manager.
  • Constant review and update of the project threat analysis and security risk assessment (all project vulnerable areas).
  • Production, management and updating of all security deliverables. Security Management System – SMP, Offsite SRA’s, EEP, SIMOPs and SOPs.
  • Monitor, coordinate and direct the implementation of Security Management Plan.
  • Security Subcontractor contract management. Ensuring all services, manpower and deliverables are provided on time in line with the contract and scope of work. Review and approve all manpower timesheets and invoices. Manage SBC performance management system (KPI’s).
  • Coordinating the provision of all logistic and welfare services for the security subcontractor.
  • Supporting the HSSE department setting up and implementing the project emergency, evacuation and crisis management system, supporting the installation, set up and operation of the Jakarta Emergency Response Coordination Centre (ERCC) and site Emergency Coordination Centre (ECC).
  • Management, leadership and coordination of SSL and OSL activities.
  • Review and approval of all subcontractor Security Plans (within HSSE Requirements for subcontractors).
  • Monitoring and review of all subcontractor security plans to ensure complete implementation and continuous improvement.
  • Interdepartmental security planning – ensuring security threats, vulnerabilities, considerations and operational factors are considered in all areas of project planning (construction, logistics, WFM, BM).
  • Carry out regular security awareness straining and campaigns through the delivery of toolbox talks, email alerts, flyers, posters and dedicated training sessions with SUBCONTRACTOR personnel.
  • Management, coordination and provision of all security resources and assets (security post infrastructure) through liaison, requisition and follow up with construction, procurement, marine, BM.
  • Security self-verification implementation, monitoring, reporting and improvement.
  • Management of daily, weekly and monthly security activity and data reporting, analysis and remedial action.
  • Provide HSSE the Security Induction material, monitoring the delivery and effectiveness of pre-mobilization security training and mobilization information.
  • Daily liaison with the Security Team.

Job Requirements:

  • Must have a minimum of Bachelor’s degree education:
  • Must hold a recognized security and/or risk management qualification (military/police/civilian);
  • Must have at least 5 years military experience followed by 3 years private sector security management experience;
  • Or at least 10 years private sector security management experience with recognized security qualifications;
  • Preferably has oil and gas industry safety and security management experience but strong corporate or minerals security management experience is acceptable;
  • Has an International Ship and Port Facility Security (ISPS) Code qualification or at least a working knowledge;
  • Must be self-disciplined and able to manage and prioritize their own work time, activity and goals;
  • Must have a good level of written and spoken English, confident and able to communicate effectively with all levels of management, clients, local communities and government officials and security forces;
  • Must be a team orientated manager capable of working in a multi-cultural and diverse workplace;
  • Must have experience of living and working in arduous site conditions on rotations;
  • Must have experience in emergency and crisis management planning, coordination and response;
  • Preferably have experience working in West Papua or Papua provinces or other indigenous areas;
  • Must have experience in designing, writing and implementing security standard operating procedures;
  • Should have experience training security personnel in security SOP’s and emergency response and company personnel and subcontractor personnel in security procedures and awareness;
  • Should have a working knowledge of the Voluntary Principles on Security and Human Rights (VPSHR);
